Senator Rose moved to amend the bill on page 5, section 7, after line 90, by inserting a new subsection, designated subsection (f), to read as follows:

(f)  The Secretary of State and the State Elections Commission shall, on a quarterly basis, prepare and submit a detailed report to the Governor of the State of West Virginia, the Attorney General, the State Auditor, and the West Virginia Ethics Commission concerning all action taken by either agency in the imposition of civil penalties under this article. The report shall include, but not be limited to, the total number of civil penalties imposed, the amount of each penalty, the political committees or entities subject to such penalties, and any actions taken to enforce or collect the penalties. This report shall include a comprehensive breakdown of all expenses incurred during the investigation, including but not limited to, personnel costs, legal fees, administrative costs, and any other expenses directly related to the investigation. The report shall include the total number of hours spent by each individual or department involved in the investigation, along with an itemized account of the roles and responsibilities of those individuals during the investigation. The report shall be submitted no later than 15 days following the end of each calendar quarter and shall include all relevant supporting documentation and records upon request. As used in this section, “calendar quarter” means the period of three consecutive calendar months ending on the thirty-first day of March, the thirtieth day of June, thirtieth day of September, and the thirty-first day of December.
